Chief Expert, Secretariat of the National Commission for Combating Trafficking in Human Beings, Bulgaria

Ernesta Rousseva-Hristova has been part of the Secretariat of the Bulgarian National Commission for Combating Trafficking in Human Beings (NCCTHB) since 2011. Initially responsible for communications, public relations, awareness-raising activities, and event management, she has since expanded her expertise to include broader aspects of the Secretariat s mandate in implementing national anti-trafficking policies and providing victim protection. She holds a master s degree from New Bulgarian University, where she authored the thesis “Public Awareness and Prevention Campaigns on Human Trafficking” (2023-2024), from the Department of Media and Communications. The NCCTHB is responsible for the strategic development and implementation of national anti-trafficking policies in line with EU and international standards. Its Secretariat coordinates activities across relevant institutions at national and regional levels through annual National Programmes. The NCCTHB also oversees the National Referral Mechanism (NRM), which ensures immediate and adequate assistance for victims of human trafficking. The NCCTHB acts as a National Rapporteur or Equivalent Mechanism for Bulgaria within the network under the EU Anti-Trafficking Coordinator. The Commission is also a member of the Network of National Anti-trafficking Coordinators from South-Eastern Europe (SEE). The NCCTHB acts as well as a contact point for Bulgaria regarding the Transnational Referral Mechanism, developed by the International Centre for Migration Policy Development (ICMPD) in Vienna and regarding the reporting to the relevant UN structures, the Council of Europe, and the OSCE. The administration of NCCTHB also takes part in international and bilateral cooperation for the prevention and counteraction of trafficking in human beings.
