The social scientist Dr. Norbert Cyrus has been researching and publishing on the labour exploitation of migrant workers for three decades. In expert reports for the International Labour Organization (2005), the Berlin Alliance against Human Trafficking for Labour Exploitation (2010) and the Federal Ministry of Labour (2011), he recommended a fair design of labour market controls: instead of the threat of punishment, legal certainty and the ability to deal with conflict of those affected by labour exploitation should be strengthened through advice and support. He is a member of the federal-state working group on combating human trafficking for labour exploitation, which is organised by the Federal Ministry of Labour.
